In this paper cooperation possibility of the cognitive radio networks and GSM network like primary network considered. The usage of OFDM- based transmission technology proposed to use for in CR system. OFDM-symbol formation method in CR system considered and the data structure organization determined. The mathematical simulation model of CR network with one primary system and one secondary cell created for accurate capacity evaluation of selected system that simulates GSM primary users' activity and CR network operation scheme and takes into account the radio environment conditions, CR user's location and their quality requirement for different type of services.
