End user developer: friend or foe?

Today, in many organizations, end user developers and I/T departments are at loggerheads, accepting neither the advantages nor the capabilities of the other. End user developers create fast but unique applications normally without expandability. I/T departments create proper applications but with long development cycles that possibly do not address the needs of the user. Neither talks to the other. This adversarial role creates hard feelings and inefficiencies, with the user in the middle. This paper will categorize each group and then delve into the advantages and disadvantages of each. Once each group's capability is understood, organizations can use both to their best advantages. Finally, this paper gives a methodology to control the directions of each group for a common good.
