A fair QoS scheme for bandwidth allocation problem on All-IP networks is proposed. The objective of this management scheme is to determine an required amount of bandwidth for each connection to maximize the sum of users ’ utility. By using an achievement function, we map different criteria subject to various requirements onto a normalized scale. In this paper, we focus on approaches that, while allocating bandwidth, attempt to provide a proportionally fair treatment of all the competing connections. A bandwidth allocation model with Pareto optimal allocations of bandwidth on All-IP networks under a preset budget is formulated, and numerical results are given to illustrate our model.
