Theoretical Limit on the Shortest Possible Input Codes for Chinese Characters

Based on frequency distribution of Chinese characters, it is possible to establish theoretical limits on the shortest possible input codes for all Chinese characters. For a keyboard size of 36 keys, the limit is 1.75 strokes/character.
