Speech coding at 2.4 kbps and below via time-frequency interpolation

Speech coding by time-frequency interpolation (TFI) has recently been shown to offer high-quality coded speech at about 4 Kbps [1],[2]. This paper presents a TFI coder, designed to operate at a rate of 2.4 Kbps. The TFI method is briefly revisited and the structure of the coder is described. The performance of the coder was formally assessed by Mean Opinion Scores (MOS) tests at 2.4Kbps, as well as at 1.85 Kbps, to probe the performance-rate tradeoffs at these rates.
