A preliminary discussion of tools and tool use

There appear to be no strong candidates for a formal representation of tool use, which would enable us (a) to build agents that can use tools and, more importantly, learn to use tools by exploration, analysis, and observation, and (b) to build software user interfaces that capitalize on the physical tool-using abilities that people have. This technical report organizes a variety of tool-related ideas that our research group has considered in pursuit of such a representation.
