Users seeking software codes: want operational access to EM systems

The cost of energy-management software has prompted users, notably the Department of Defense (DOD), to request less dependence on software vendors. Users want more standardization of both computer software and hardware in order to reduce maintenance costs and allow expansion to other product lines. Prospective buyers are now advised to buy a system only if they get the source code. Users would agree not to reveal the access information to competitors. Military specifications have led the movement to demand more user flexibility and system assurance against a manufacturer's going out of business. Manufacturers agree that their codes are protected by copyright laws and the time required to build on someone else's code. Users want FORTRAN to be used as the standard programming language. They also want the systems to provide more optimization opportunities as microprocessor technology improves. (DCK)
