Abstract : A working computer system for transmission and receiving of speech messages over the ARPANET using variable frame rate linear predictive coding is described. This system conforms to the LPC-2 protocols. A detailed discussion is given of the known problems and pitfalls in speech transmission. A description is given of the methods used to deal with these problems.
