Paralleling an increase in hate motivated violence and assaults in society at large,' incidents on college campuses have become alarmingly frequent.Motivated by class based animus, students have abused other students and faculty members with words and symbols clearly intended to harass and intimidate. 2 As a result, a number of educational institutions, public and private, either have adopted or are considering policies which would prohibit words or symbols which injure members of racial or religious minorities or other groups warranting special protection.'
