Soft decision call admission control versus static fixed channel assignment and interference measurement based policies for WCDMA cellular PCN's

In this paper, three different call admission control (CAC) policies for WCDMA cellular PCN's are evaluated. These are the fixed channel assignment based CAC, the interference measurement based CAC and the soft decision CAC (SCAC). The SCAC is our proposal. By exploiting the channel threshold effects of the uplink (UL) in the CDMA cellular networks and the inter-cell interference distributions, we define effective decision functions for SCAC use to admit the calls. It shows in comparison that the proposed SCAC gains advantages over the others with respect to simplicity, capacity-maximization, and robustness. A simple and accurate stochastic loss-network model with scaled effective bandwidth of both connection- and cell-basis is developed for analysis and simulation. Priority handoff and cell-condition of user mobility equilibrium are considered for traffic modeling. The performance measures are the probabilities of handoff failure, new call blocking, loss of communication quality versus the system offered Erlang traffic. The significance of the analysis is recognizable in network dimensioning, planning and implementation.
