Abstract : This paper is devoted to a detailed analysis of the information flow in the CIC of non-NTDS equipped destroyer types. Our analysis is accomplished via a model of the CIC operation which is keyed to the threat environment. The model has two fundamental components. One is the physical communications framework; the other is a message priority structure, which we found to consist of three distinct hierarchies, two in addition to the one which is determined by the threat. Recommendations for action to improve CIC performance, which are based on the analysis, are included.
