Architecture of BulaPay - A Web-Service Based Third-Party Payment System

South Pacific countries are now catching up with web technology. The 3G mobile network, Wi-MAX and other Internet services connect the South Pacific community to WWW. As a result, there is much interest shown for online shopping. The current online payment method Credit Card is not popular in this region due to high cost and high risk in online checkout. We propose a local third party payment system named BulaPay that can meet this demand. The BulaPay core server would provide a set of web service interfaces to integrate common e-commerce framework and shopping cart system for online purchases. The design, operations and management of this online payment system has been tailored to meet the needs of the local community. It will benefit the consumers and local shop owners to carry out their daily business on Internet. We report on initial development and deploying the BulaPay core server and outline direction for further research in web-service based payment system implementation.
