In this paper, we advovate the view that translation Quality Assessment (QA) is basically document QA on two documents. For both, quality expectations must be clearly defined. QTLaunchPad, a major EC-funded project has launched a new free and open system for quality assessment of both human and machine translation. Using standards-based “dimensions” to describe requirements, it enables users to create custom metrics suitable for specific projects.
