Source‐Controlled Variable Bit‐Rate CELP

This chapter is dedicated to the TIA IS96 variable bit-rate (VBR) CELP standard, in which the control mechanism is based on a background noise estimate and the energy of the signal. The chapter begins with a thorough description of the principles of adaptive rate decision, followed by LP analysis, LSF quantization, and operations of decoding and encoding. Since many details of CELP operations are covered extensively in previous chapters, topics related to decoding, encoding, and quantization are described only briefly.
