In this paper, we proposed a video coding technique which adopts motion estimation and compensation with temporal layering to provide temporal scalability. In this proposed video coding scheme, motion estimation is performed over temporal hierarchy of frames. Various motion estimation intervals of different layers lead to storage of multiple frames as references. These multiple references are stored and managed in a special buffer. The proposed scheme is able to provide a multi-layered bitstream for heterogeneous environments as well as to further reduce the temporal redundancy and thus admit a higher compression ratio than replenishment scheme. I. Introduction Video services are expected to be a significant component of various B-ISDN services. To cover a wide range of services in heterogeneous multicast environments where receivers and networks of different capacities coexist, video coding techniques that can support a variety of bit rates tailored to individual services are needed....
