Multi-agent systems are being used in an increasingly wide variety of applications, ranging from comparatively small systems for personal assistance to open, complex, mission-critical systems for industrial applications. Such systems are typically extremely complex and it is often useful to be able to simulate an agent-based system to learn more about its behavior or investigate the implications of alternative architectures. In this paper, a formal procedure to establish a layered multi-agent system for marine integrated engineering platform automation is outlined. It also provides a method to simulate and test the multi-agent system's efficiency and robustness by JADE which displays the states of the multi-agent system and helps debug the architecture and algorithm of system. Finally, a case study is performed on a simplified chill water system on marine engineering platform to demonstrate the design procedure and simulation method of this hierarchical multi-agent system.
