Congestion control by maintaining fairness in high speed data networks

Fairness encourages end users to implement adaptive end-to-end flow control. This guarantees reliable and more efficient network operation. This paper argues that the responsibility for achieving global fairness as well as controlled congestion can and should be pushed back to the user. This paper demonstrates that implementation of fairness in local network bottlenecks and having users implementing adaptive end-to-end load control protocols will achieve controlled congestion as well as global fairness.
