IMPACT OF THE NTCIP STANDARD ON THE DEPLOYMENT OF THE INTELLIGENT TRANSPORTATION INFRASTRUCTURE

The paper describes the impacts of the National Transportation Communications for ITS Protocol (NTCIP) with respect to procurement, equipment warehousing, staffing and costs. It then describes the framework of NTCIP including its relationships to the National ITS Architecture and to traditional communications protocols (like the Internet protocol IP). The concept of protocols is supported through a review of the Open Systems Interconnection Reference Model (OSI-RF) and the protocol layering concept of NTCIP. Finally, the interaction between the ITI and NTCIP is discussed in relationship to the ITS Architecture subsystems. In summary, NTCIP impacts most ITI components and most ITS Architecture subsystems. For example, field device deployment of NTCIP compatible devices will impact ITI components such as Signal Control, Freeway Management and Management. Center to protocol elements of NTCIP will affect ITI components such as Regional Multimodal Travel Information. However, some ITI components will not be directly affected by NTCIP in the near term, like Electronic Fare Payment. In the case of ITS Architecture subsystems, those classified as center and roadside subsystems (e.g., Traffic Management, Transit Management, and Roadway) are most likely to benefit from NTCIP. While subsystems classified as remote access and vehicle, are least likely to see a near-term impact from NTCIP.
