The implementing agency will benefit from a clearly-defined and well-communicated description of the way in which an Intelligent Transportation System (ITS) is to be used to provide the user services for which it is intended. Absence of such an is likely to result in less satisfactory operation and reduced efficiency (at perhaps higher cost) than the agency desires. A technique common in the development of complex technological systems in other areas of government and industry, the operations concept can serve as a tool to avoid the suboptimization which results from the absence of such planning and communication.
