Interconnecting national telecommunication networks for ISDN services

This paper intends to bring the lessons from the work dome in Europe for preparing the first international ISDN interconnections. The basic difficulty was at the origin the nonhomogeneous, situation of the countries to interconnect and the nonstability of the ISDN specifications. The key point is to start with a stabilized and realistic set of services to be offered internationally. Then it is required to define a signalling system between two international gateways able to support this set of services. It appears that not only new routing mechanisms are also required but addisional agreements concerning for instance the transfer of access to access information across the international interface. Some aspects of the work done in Europe for preparing this first phase of the ISDN interconnechon was transferred to CCITT, contributing to the consolidation of new signalling concepts and promoting the idea that the international ISDN interconnection is a problem in itself, which needs specific responses even in the universal world of ISDN.
