Regulatory Challenges of Reconfigurable Radio Systems

Emerging technologies like cognitive and reconfigurable radio devices and network nodes will enable new network scenarios and new modes of spectrum usage. This chapter presents the evolution of spectrum management in the case of a shared access among different entities, with corresponding scenarios. The traditional command and control (CAC) spectrum management model presents some limitations: some frequencies are underutilized and the method slowly responds to changes in spectrum demands and new services/technologies. Then, the need for a more adaptable and flexible spectrum management has been recognized from the spectrum management authorities. Such a flexible spectrum management model is also called dynamic spectrum access (DSA) or opportunistic spectrum access (OSA). IEEE 802.22 is the first system based on a cognitive radio and introduces a dynamic usage of white spaces.
