Selection of Periodical: A Cognitive Statistical Approach

The purpose of this paper is to illustrate how, by ranking frequencies, cognitive statistics can help reduce uncertainty in periodical selection as well as in the allocation of funds in case of budget reduction. Tables and graphs are used to illustrate the law of scattering and the phenomenon of diminishing returns.
