This paper examines the technical and environmental factors affecting the evolution ofthe telephone network. It shows that the current reliance on logically monolithic switching systems for all telecommunications feature functionality is inconsistent with the direction of the underlying technology and even more important, with the general direction of service evolution. Indeed, recent improvements in the cost*rformance of microprocessors, Transmissum system and communications protocols permit the development ofdIstributed system that are more synergistic with customer premises equipment and that offer a more complete integration of network and operations functions. This paper describes one such model that capitalizes on these technological advances.
