MCSR data encoder and buffer on board geostationary meteorological satellite

The MCSR (Multi-channel Scan Radiometer) data encoder and buffer on board a Geostationary Meteorological Satellite is developed to deal with the MCSR's raw data output which has very short duration and very high bit rate. In this paper, the principle of buffer-and-stretch processing of MCSR' s data output is presented, and a prototype design of the MCSR data encoder and buffer on board a spacecraft is given.
