A small and simple technology is proposed on the basis of its safety, reliability and flexibility, reflecting past technical achievements in the area of welfare. Hereby, the active use of the Internet environment is described for the wide provision of convenience and help of daily life on public benefits. We propose some methods of system management and software provision, which can help better use of these networks. We present technical viewpoints from our studies with comprehensive engineering issues related to development and practical utilization of basic functions required by the Internet. From the desirable progress in information and communication technology, appropriate systems were systematically developed for the help of daily life, guidance, health care, rehabilitation, nursing and medical affairs. They enabled the beneficiaries not only to ask neighbors in emergency, but also to cover effective activity and communications in remote islands and/or depopulated area where sufficient resource of medical staff might not be provided. In order to bilaterally communicate with beneficiaries, an extended functional telephone were utilized, which is basic for all the various systems we propose as the concrete method and apparatus to communicate their concerning data. In the present study, important factors to understand everyday life of a person were automatically sent to the managing server by button operations without any complicated manipulation of a keyboard. In addition, amusement play including the assessment of physical exercise was developed on the Internet and simple remote emergency rescue system was also developed by using the proposed communication techniques.
