Toward a mathematical theory of environmental monitoring: the infrequent sampling problem

An environmental monitor is taken to be a system which generates estimates of environmental pollutant levels throughout an emironmental region for all times within a time interval of interest from measurement data taken only at discrete times and only at discrete locations in that region. This study addresses the following optimal environment'! monitoring problem: determine the optimal monitoring program — the numbers and types of measurement devices, the locations where they are deployed and the timing of those measurements —which minimizes the total cost of taking measurements while maintaining the error in the pollutant estimate below some bound throughout the time interval of interest.
