The purpose of this work is to optimize the handover parameters of hilly environment in Long Term Evolution (LTE) railway networks. The optimized handover algorithm is proposed based on velocity. For different velocity intervals, the parameters, HO margin and TTT value are different accordingly. Meanwhile the LTE-Sim simulator is used as system simulation platform to perform this process and illustrate algorithms and results. In order to discuss the performance of this system we select different HO and TTT according to different velocity. The available HO margins set are {0dB, 0.75dB, 1.50dB, 2.00dB}, the available TTT values for HO are in the set {60ms, 120ms, 180ms, 240ms}. The parameters are valued by ping-pang handover rate and RLF.
