Providing security to the building licenses delivering process in the city of Torino

This paper describes a project to use the Internet as a channel to exchange data related to the building licenses process in the town of Torino. The most important issues are those related to the security of the whole workflow: authentication of the actors, integrity and privacy of the data. These problems have been solved by using an approach that mixes asymmetric and symmetric cryptography with an X.509 public-key infrastructure; everything is integrated into standard e-mail and WWW tools. I. Introduction This paper describes a framework that uses the Internet as a secure communication channel to partly automate the process for getting building licenses in the city of Torino. This process, as it is today, requires a lot of paperwork and many conversions of documents from electronic to paper format.
