An empirical analysis of factors influencing the farmers' control actions in vegetable quality and safety was made on the basis of a survey of Shanghai's farm households. The results showed that the farmers'control actions in vegetable quality and safety were affected by their behavioral attitudes, behavioral objectives and cognitive behavior control, and in these three factors the behavioral attitudes had the greatest effect. Moreover,if farmers had behavioral objectives and cognitive behavior control in safety production, the probability of farmers' taking control action in vegetable quality and safety would improved.
