Risk assessment methods for integrated safety monitoring systems

This paper is concerned with the development of risk assessment methods that can be integrated within advanced safety monitoring systems of urban road networks. The research conducted by CE.R.T.H./H.I.T. is part of the ongoing specific targeted research project MISS, Monitor Integrated Safety System. MISS aims to develop an innovative platform to dynamically sense and predict natural and infrastructure conditions, so that safety and efficiency of transport operations in multi-environmental scenarios are improved. The platform will enable intelligent exchange of structured information between operational fleet vehicles and a unified operative centre where information will be elaborated and actions will be planned. As part of the MISS program, efficient off- and online risk assessment methods have been designed to enable public authorities to better monitor and respond to hazardous incidents. A classification trees based approach has been used together with traditional statistical in order to evaluate the effectiveness of using historical accident data for off line risk assessment of urban road networks. The approach was designed and tested on the Province of Bologna network using the statistical software. Specifically, the accident records for the years 2002, 2003 and 2004 were obtained and integrated within a geographic information system and traffic flow data into a single data base that was imported into the statistical software. The results indicated that the method produces reasonable classification that can be used for thematic mapping and prioritization of safety monitoring operations. The network is modelled with advanced dynamic traffic assignment algorithms. Additional data needs for online evaluation of hazardous events are investigated and the impacts of lack of data are assessed. Innovative methods based on subjective expert panel risk assessment are proposed and discussed. The online implementation within the unified operative centre of MISS will enable agencies to identify risk and prioritize response to incidents based on the level of perceived risk (A).
